Officials were unsure as of Tuesday afternoon when water would return to local residents.
Larry Githens, who lives next to the break at 12403 Lomica Dr., said he first noticed the water flowing at around 9:15 a.m. when he went to see if his trash had been picked up.

He called the city, Githens said, but it took about 2 1/2 hours for anyone to show up. By 12:30 p.m., the water was still shooting high into the air, drenching the roof, backyard and front yard of a home on the corner.
San Diego police officers at the scene said there were water officials in the area, but they had not been able to get the water turned off and did not know when it would be off.
Retired Senior Volunter Patrol (RSVP) officers from the Traffic Division were directing traffic in the area, allowing cars to pass through the slightly flooded area on Lomica Drive. A block of Pablo Drive south of Lomica Drive was blocked off.
