Police Name Escondido Man as RB Flasher
The 52-year-old man is a registered sex offender and now faces three years in prison.
A 52-year-old registered sex offender from Escondido has pleaded guilty to multiple counts of indecent exposure in connection with a series of flashing episodes over two years in Rancho Bernardo and Mira Mesa.
David Allen Kemper pleaded guilty to five counts of indecent exposure with a prior conviction on Wednesday and will be sentenced May 9, according to a San Diego Police Department news release. He faces three years in prison.
Kemper was arrested without incident March 26 near Mira Mesa High School after previous victims who were walking with plain clothes investigators recognized him, according to the release. Kemper had been accused of exposing himself to teenage girls in Rancho Bernardo.

In the first alleged incident, the suspect followed a teen girl at Poblado Road and West Bernardo Drive as she walked to a bus stop around 6:30 a.m. Tuesday [Jan. 31], according to San Diego police. The man, who had been in a dark colored four-door compact car, got out of his vehicle and stared at the teen and pretended to look at houses along the street. The suspect followed "very close" behind the teen girl, who then ran to the bus and the man ran back to his car, police said.

Soon after the first incident, the same suspect is said to have approached another teen girl who was walking to school near Calle Suacillo and Avenida Alcachofa, police said. The man exposed his genitals to the girl and asked her, "Do you want some of this? and ran away.
