Teen Girl in RB Victim of Secret Upskirt Video

The teenage girl is one of four victims to be identified so far, police say.

Police have identified a teenage girl who was at Express Tire in Rancho Bernardo as one of the victims in a series of secret upskirt videos and photos allegedly taken by a Valley Center man who once worked at the store.

The teen is one of four victims to be identified so far, out of more than 100 women and girls ranging in age from 15 to 35, police said.

Julio Cesar Garcia, 22, is accused of shooting about 2,100 videos and pictures of women and girls in stores in Escondido, and the Express Tire on Bernardo Center Drive in RB between September 2010 and September 2011, said Lt. Craig Carter, public information officer for the Escondido Police Department.

About 10 of the victims are thought to have come from the Express Tire in RB, Carter said. The lieutenant could not immediately say when the images at the tire shop were taken, and a manager at the store declined to comment when contacted by Patch and asked when Garcia last worked there.

He does not work there currently, police said.

Carter said Garcia was not particular about the stores where he took images, using his iPhone to record under the skirts of women and girls at a gas station mini-mart, high-end boutiques and a pet store, among other places.

Carter said investigators were tipped off to Garcia's recordings through security video at one of the stores that showed the suspect standing close behind a couple and putting his iPhone beneath the woman's skirt.

Investigators are seeking women who think they may have been victims, because they remember Garcia acting strangely around them or standing closely behind them. Carter said women can call 760-743-TIPS (8477) to leave a message.

Garcia is set to be arraigned Friday afternoon.
