Public Hearings
• Public Hearing to consider renewal of a Level 1 Entertainment Permit, allowing live entertainment at "Bogey's Dog House Sports Bar" located at 2300 Artesia Blvd., #B and #C
Staff recommends that the City Council:
a. Open the public hearing and take public testimony;
b. Close the public hearing and review the conditions of approval for the Level I Entertainment Permit for Bogey's Dog House Sports Bar;
c. Grant the requested Entertainment Permit renewal with the minor amendments requested by the applicant subject to the recommended conditions.

Items Continued from Previous Agendas
• Consideration of noticing, public hearing and Proposition 218 protest balloting for proposed adjustments to residential and commercial solid waste rates. (Prior City Council Meeting on April 6.)
Staff recommends that the City Council:
a. Approve the Public Noticing and conduct a Proposition 218 protest ballot on proposed modifications to residential and commercial solid waste rates calculated pursuant to the contract with Consolidated Disposal Service, and the AB 939 fee and the Administration fee;
b. Approve June 15, as the Public Hearing date for consideration of modifications to solid waste rates and protest ballots.

• Discussion regarding internal service fund and overhead allocations (Prior City Council Meeting on March 2)
Staff recommends that the City Council:
a. Receive and File:
1. Presentation on Internal Service Funds and overhead costs allocation plan;
2. Internal service Fund/Overhead Allocations Administrative Policy/Procedures (APP); and
3. Internal Service Fund and Overhead allocation modifications for Fiscal Year 2009-2010 which reflect, per Section 8(d) of the City's Statements of Financial Principles, recalculations based on actual expenditures of Fiscal Year 2008-2009.

b. Receive and File:
1. Presentation on Internal Service Funds and Overhead Cost Allocation Plan.
2. Report on Agreed-Upon Procedures Applied to the City's Cost Allocation Plan.

Items for Discussion Prior to Action
• Discussion regarding operation of the Seaside Lagoon water swim feature.
Staff recommends that the City Council:
a. Suspend operations of the Seaside Lagoon's water swim feature until an operating permit with the Los Angeles Regional Water Quality Control Board can be obtained that appropriately recognizes the facility's unique recreational and water reuse properties and does not expose the City to excessive water discharge fines;
b. Approve the attached template resolution and letter of support to solicit help from community members, schools, not-for-profit organizations, cities, regional agencies, and state and federal officials in advocating to the LARWQCB approval of a modified Seaside Lagoon permit; and
c. Direct staff to develop options for interim use of Seaside Lagoon while the water swim feature is non-operational.
