The driver of the Jeep got out of the vehicle and ran away, as did a passenger, police said.
Among those gathered at a news conference at the crime scene Wednesday morning was Scott's mother, Mary Graham.
"They've told me they wanted me to speak," Graham said. "How can I speak? What can I say? My child was going down the street to my house ... to see about her mama."
