"Currently, the City of Pacifica is in the first phase of licensing marijuana business, the department said. "The ordinances that were adopted by the Pacifica City Council will require legal marijuana businesses to have a site security plan in place. Part of this plan must include video surveillance that shall be turned over to the police department upon request.

"In addition, cannabis business owners are required by ordinance to report theft from the business to the police department. The ordinances are designed to assist in providing a safe environment for both business owners and consumers."
