First, today's weather:

Rains should continue throughout the morning, possibly abating for the afternoon. We're looking at an expected high of 48 degrees and an overnight low of 38. Winds should be variable, but calmer, today at about 5-7 mph. Humidity should be around 87% during the day.
Long term, the forecast has showers off and on through Thursday.
Here are the top stories in Roseville today:
- Ten area law enforcement agencies, 120 volunteers and a whole slew of sponsors and donors came together once again this year to put on the annual Shop with a Cop event. Sixty kids got to go on a shopping spree with an officer at Target in Roseville on Saturday as part of the program that recognizes youths who demonstrate positive behavior in their schools and communities. Participants, who are also chosen based on financial need, shop for clothing and other necessities. (Roseville Police Facebook)
- A Capital One Café, the first of its kind in the region, is slated to open in the Galleria tomorrow. And, yes, you read that correctly. While it will have some banking services on site, the space is more café than bank, featuring free Wi-Fi, charging stations, cozy nooks for working or sampling local baked treats (or both at the same time!) and a community room available for groups to rent free of charge. We can also expect to see workshop events scheduled at the location. (What’s Happening in Roseville and subscription: Sacramento Business Journal)
- One of our Placer County Sheriff’s K9 officers, Axel, got on Santa Paw’s naughty list on Saturday by escaping from his dog sitter and going out on a little adventure in the City of Loomis. The community was immediately alerted to keep an eye out for the wayward doggo. Happily, Axel was found in a backyard two miles away and returned to his handlers. I guess it’s comforting to know that my dog isn’t the only ill-behaved pooch in Placer County! (PCSO Facebook post)
- The State of California will once again implement public health mandates to slow the rising spread of COVID-19, beginning Wednesday, December 15th and lasting through January 15th. The state as whole has seen a 47% increase in infection rates since Thanksgiving, which tracks with predictions from health officials that the holiday season would bring a surge of cases as people gather to celebrate. Read the article to learn the details on indoor masking, testing and large events. (Cap Radio)
- California restaurants and grocery stores are suing to delay implementation of Proposition 12 (voted on in 2018), which will hold the pork industry to higher animal welfare standards beginning on January 1st. Seeking a two-year delay, hog producers claim they have not had sufficient time to make necessary changes to their operations and that enforcing the new mandates now would cause fresh pork product shortages in the state. Animal welfare advocates deny the “pork industry claims of the apocalypse.” (ABC 10)

From my notebook:
- This storm is no joke! Reports of downed power lines are all over city and county social media accounts. Our City of Roseville Utilities Division has some tips for you, and a direct phone line to report any outages you may experience. Being prepared can prevent outages and make for shorter downtime if you do have an outage! (Facebook)
- I don’t know about you, but I want to know what Mrs. Claus said to make Mr. Claus laugh like that at Saturday’s Carnegie Museum Holiday Open House! (Instagram)
- Participants at GiGi’s Playhouse in Roseville are rooting for the Sacramento Kings to play some strong defense this season. Why? Because for every block by our players, Phoong Law Corp of Sacramento is donating $100 to the organization that serves children with Down Syndrome and their families. The Kings are coming through with 113 blocks as of yesterday, for a total donation so far of $11,300! Go Kings! (Facebook)
- Highlight reels aren’t just for athletes, if this post from Woodcreek High School is anything to go by. Check out the talented band and guard at WHS! (Instagram)
- If you are headed to Tahoe, be aware that Caltrans has closed Highway 89 around Emerald Bay due to “unstable snow conditions.” As of press time yesterday, there was no estimated time for the road to reopen. (Twitter)
