First, today's weather:

Here are the top five stories in Sacramento today:
- Efforts are underway to bring a lot more excitement to the capital city. Sacramento is now working to become known as a city of festivals. "I think a lot of people are ready to go out and do some fun things," said Mike Testa, CEO of Visit Sacramento. The city council has approved spending $700,000 to make Sacramento a "city of festivals." The city will begin accepting applications next month for festivals that take place between June and December of this year.(CBS Sacramento)
- Members of the Sacramento City Teachers Association and Service Employees International Union Local 1021 were not in school Wednesday, and instead hit the picket lines after union officials said negotiations with the school district "broke off" over staffing and student needs. The unions and Sacramento City Unified School District failed to reach a bargaining deal Tuesday night, the union said. The teachers' union said the strike, which will last "until an agreement is reached," started Wednesday morning at McClatchy High School and at the Serna Center. (Sacramento Patch)
- You knew that Jessica Chastain was up for the Oscar for best performance by a female for her performance in The Eyes of Tammy Faye. - More and more people are struggling to get refunds from Ticketmaster for changed or postponed events. Some people are asking for a ticket refund after Billy Idol had to back out of a performance with Journey at the Golden 1 Center this summer. Others are reaching out because of an indefinitely postponed event at the venue featuring Michelle Obama. Ticketmaster says its policy is that no refunds are owed if opening acts are changed or cancelled, and ticketholders agree to these terms when they buy their tickets. Thankfully, a new law went into effect this year that guarantees refunds for ticketholders within 30 days if an event is cancelled, postponed, or replaced with another event at the same date and time. - The stage is set for the grand opening of a new venue at the Hard Rock Hotel and Casino Sacramento at Fire Mountain. Maroon 5 has announced it will be the venue's first act when it opens in early June. (CBS Sacramento)
