Sexually Violent Predator Recommended For Placement In San Diego County Home

BORREGO SPRINGS, CA — A public hearing is scheduled next month on the proposed conditional release of a sexually violent predator to Borrego Springs, authorities said.

The San Diego Superior Court has ordered the conditional release of John Phillips, who was convicted of lewd and lascivious acts on a child and sexual battery stemming from cases in 1992 and 2002, according to the San Diego County Sheriff's Office.

The California Department of State Hospitals has recommended that Phillips be placed at a residence at 1619 Zuni Trail in Borrego Springs. The department is responsible for selecting the proposed placement, while the court must approve the location, officials said.

A hearing is scheduled for 9 a.m. Sept. 24 before Judge Theodore Weathers in Department 1702 of the San Diego Superior Court at 1100 Union St. in San Diego. Oral comments may be accepted subject to court ruling.

Public comments can also be submitted until Sept. 7 to the SAFE Task Force, a regional law enforcement team that monitors and enforces sex offender registration laws in the county. Comments will be submitted to the court and Department of State Hospitals for consideration.
