Beach Parking Impact Fee Refund Update

5/14/2020…San Clemente, California… Established in 1989, the Beach Parking Impact Fee (BPIF) was collected as a way to fund the development of parking at beachside areas in San Clemente. Pursuant to specific terms in a 2014 California Superior Court order in the case of Walker v. San Clemente, the City was ordered to return the unexpended balance in the fund plus interest to eligible property owners for fees collected as of August 15, 2012. A property owner list was established for refund eligibility based on City payment records and property ownership shown in the Orange County Assessor’s Property Tax list on July 1, 2014. To date, the City in partnership with BNY Mellon has refunded 80% of all eligible property owners totaling 5,179 processed refunds. On April 16, 2020, the City updated the Beach Parking Impact Fee webpage at www.san-clemente.org/bpif to reflect the latest BPIF information and provide a list of the remaining non-refunded eligible parcels by address. In a continual effort to refund all BPIF the City also sent out a second mailer on April 22, 2020 to notify the remaining 1,326 eligible property owners who have not claimed their refund. The City recommends that eligible residents review this list on the City’s webpage to verify refund eligibility.
