Regional Stay At Home Order In Response To COVID-19

12/4/2020…San Clemente, CA… At his press conference yesterday on December 3rd, Governor Newsom announced that the state has seen rapidly rising case rates of Covid-19 and announced a new Regional Stay at Home Order at his press conference. The press release can be found here. The California Department of Public Health consolidated counties into several “regions”, and San Clemente is part of the Southern California region. The Regional stay at home order will be triggered when a region’s ICU availability drops below 15-percent. As of yesterday, our Southern California region had 20.6% availability, but that number is expected to drop below 15% in the next week. 24 hours after our region drops below that threshold, the new standards of the Regional Stay at Home Order go into effect. It will require Californians to stay at home as much as possible, close operations for certain sectors and require 100 percent masking and physical distancing in all others. Schools currently open can remain open and retailers can operate indoors at no more than 20 percent capacity to reduce exposure risk. Once in effect, the Regional Stay at Home Order will last for a minimum of three weeks. Mayor Kathy Ward encourages residents to stay vigilant in protecting their health and their loved ones: “While we are all tired from the long fight against this pandemic, it is important that we take steps together to slow down this surge in cases. We need to make sure that our hospitals can maintain beds and ICU care for those who need it. Keeping our San Clemente families, friends and neighbors healthy is our first priority. Please also continue to support our local businesses that are being impacted by ordering takeout or safely shopping with our retailers.”

Alterations to business sectors and activities (from Covid19.ca.gov):
The Regional Stay Home Order will be in effect for 3 weeks after the trigger and instructs Californians to stay at home as much as possible to limit the mixing with other households that can lead to COVID-19 spread. It allows access to (and travel for) critical services and allows outdoor activities to preserve Californians’ physical and mental health. This limited closure will help stop the surge and prevent overwhelming regional ICU capacity. In any region that triggers a Regional Stay Home Order because it drops below 15% ICU capacity:

• Indoor recreational facilities
• Hair salons and barbershops
• Personal care services
• Museums, zoos, and aquariums
• Movie theaters
• Wineries
• Bars, breweries, and distilleries
• Family entertainment centers
• Cardrooms and satellite wagering
• Limited services
• Live audience sports
• Amusement parks

• Outdoor recreational facilities: Allow outdoor operation only without any food, drink or alcohol sales. Additionally, overnight stays at campgrounds will not be permitted.
• Retail: Allow indoor operation at 20% capacity with entrance metering and no eating or drinking in the stores. Additionally, special hours should be instituted for seniors and others with chronic conditions or compromised immune systems.
• Shopping centers: Allow indoor operation at 20% capacity with entrance metering and no eating or drinking in the stores. Additionally, special hours should be instituted for seniors and others with chronic conditions or compromised immune systems.
• Hotels and lodging: Allow to open for critical infrastructure support only.
• Restaurants: Allow only for take-out, pick-up, or delivery.
• Offices: Allow remote only except for critical infrastructure sectors where remote working is not possible.
• Places of worship and political expression: Allow outdoor services only.
• Entertainment production including professional sports: Allow operation without live audiences. Additionally, testing protocol and “bubbles” are highly encouraged.
