City Manager's Update: Oct. 7, 2011
A date is set for the San Juan Capistrano City Council to hear an appeal of the revocation of a special events permit at the Forster Mansion, a new utilities director begins work and a checkpoint nets two DUI arrests.

UTILITIES DEPARTMENT: officially took over as the Utilities Director on Sept. 26.
FORSTER MANSION: The Planning Commission for weddings and events. The which will be a public hearing before the City Council on Nov. 1.
MISSION GRILL (): Plans for renovations were reviewed by the Development Advisory Board on Sept. 21, and is scheduled for a Planning Commission work session review on Oct. 11 and the Design Review Committee on Oct. 20.

POLICE SERVICES: On Sept. 23, the sheriff's department set up a DUI checkpoin on Camino Capistrano at at Avenida La Paloma. Driver’s licenses were checked, and trained officers evaluated possibly impaired drivers. During the screening process, 350 vehicles entered the checkpoint and were screened. Thirty three drivers/vehicles were directed to the secondary screening area. Five drivers were given Field Sobriety Tests and two were ultimately arrested on suspicion of drunken driving. One of the impaired driver’s was also found to be in possession of cocaine. Eighteen vehicles were towed from the checkpoint with seven stored and 11 impounded.
HISTORIC LOS RIOS CIRCULATION PLAN: On Tuesday, the City Council recommended by the Los Rios residents, staff, and the consultant as part of the Southern California Association of Government’s (SCAG) Compass Blueprint Program.

SADDLEBACK VALLEY CHRISTIAN SCHOOLS: A is under construction. The school’s settlement agreement regarding campus construction deadlines and student enrollment was amended at the Council meeting on Oct. 4.
SAN JUAN HILLS GOLF COURSE: The golf course is pursuing night lighting and a Planning Commission work session is scheduled on Oct. 11.
HUMAN RESOURCES: Recruitment for the position of Human Resources Manager is underway and the first application review was on Oct. 3rd. The city is also recruiting for the position of Accounting Manager, and applications are currently under review.
YOUTH ADVISORY BOARD: the board is working to develop a Youth Friendly Merchant Program with youths collaborating with San Juan Capistrano Chamber of Commerce. The Youth Advisory Board is also working on an anti-tobacco campaign.
GROUNDWATER RECOVERY PLANT: Between Sept. 1 and Sept. 28 the water treatment plant produced on average of 3.69 million gallons daily, or 11.32 acre feet per day. Staffers are blending treated well water through the bypass line in the plant which adds to the plant’s total production. Production to date for this fiscal year has been 910.76 acre feet, headed towards the target of 3,500 acre feet.
