Couple Wants City to Pay for Water Heater Repair
A city worker turned off a water main for a neighborhood, damaging a water heater, two local residents claim. Should the city have to pay?

If a city worker turns off the water main in your neighborhood and it causes damage to your water heater, should the city have to pay up?
That’s what one San Juan Capistrano couple is claiming. Fabian and Michelle Carrillo have asked the city to pay a $199 repair bill for their water heater.
According to a claim filed with the city, a city employee had to turn off the water main in their San Juan Hills neighborhood on March 27. By doing so, the worker caused debris to settle in the Carrillos’ water heater, they said.
A call to a repair company resulted in a $199 bill that the Carrillos now want the city to pay. City staff has recommended the City Council deny the claim at its next meeting, 6 p.m. Tuesday at City Hall, 32400 Paseo Adelanto in San Juan Capistrano.
