CUSD To Vote To Eliminate Bus Transportation For Some Title I School of Choice Students

The Change in Policy Will Save the District $300,000 and Increase Enrollment at "Re-Imagined" Schools

Under No Child Left Behind, all students enrolled in Title I schools identified as Program Improvement Schools were eligible to choose to transfer to another school and the District was required to pay for their transportation to that school.
President Barrack Obama signed into law the ESSA "Every Student Succeeds Act" replacing "No Child Left Behind". ESSA allows individual State's to determine whether or not to continue to offer "Choice" to students in Title I schools.
Under "Local Control" California has elected to allow individual school districts to determine whether or not to continue to offer "Choice" to students in Title I schools.
Staff is recommending that Board Policy 6171 be amended to eliminate paid transportation for some, but not all Title I students.
Children currently participating in Choice will be permitted to remain in that school until they complete the highest grade in that school. However- transportation will not be provided for any new students. In place of bus transportation parents will be given a mileage reimbursement. That amount has not been specified.

Trustee Reardon was absent. Board Policy 9311(a) requires that all members of the Board must be present to waive a FIRST READING of a Board Policy change. In order to speed up the approval of this School of Choice Policy, the Board members that were present waived the bylaw so that this would come back at the next meeting on the Consent Calendar for RATIFICATION .

at 147:16 Superintendent Vital said that Staff would proceed as if this policy had been approved. "Assume approval and move forward".

at 150:32 Trustee Hatton-Hodson moves to waive bylaw 9311 and to place Board Policy 6171 on the Consent Calendar at the March 8, 2017 meeting for Ratification. Second by Trustee Pritchard.

at 1:54:17 Motion to approve FIRST READING Board Policy 6171 Title I Programs with the following change by Trustee Hatton-Hodson, Second by Trustee Hanacek:
0 percent of the District’s Title I, Part A allocation.
