March 15, 2017 CUSD Special Board Meeting to discuss two contracts that could cause taxpayers to loose $24 million

Contract to Purchase Esencia K-8 School Site

Public documents always reflected that the 14 acre Esencia K - 8 school site was projected to cost CUSD $21 million ($1.5 million per acre).
At the February 22, 2017 BOT meeting Trustees were asked to approve the purchase of the school site. However, the price was not stated in the Board meeting item. Members of the public had to request that the purchase price be disclosed with the item.
The Item was amended to reflect a purchase price of $33.86 million dollars ($2.42 million per acre).
Members of the Public asked to see the appraisals. CUSD denied that request.
Members of the Public received a copy of one appraisal through other channels.
The CUSD Appraisal of this land was completed in October 2016, and valued the land at $33.86. Staff did not share the appraisal with Trustees until the February 22, 2017 Board meeting packet. Staff did not provide Trustees with an opportunity to review the appraisal prior to this Board Meeting so there was no opportunity for Trustees to request a second appraisal. There was only one appraisal done. The price was so high that there was no need for the Ranch to submit a counter appraisal. The land was valued at “Highest and Best use”. The land was valued as if it had 100 residential housing units on it. The Esencia K-8 site is a dirt lot with NO entitlements attached valued at closer to $500 to $800 per acre or $11 million for the site.
Members of the Public have filed a Complaint with the District Attorney's Real Estate Fraud Division and the California Department of Consumer Affairs Bureau of Real Estate because Clark Hampton and Kristen Vital are named as the Negotiators of this purchase agreement acting on behalf of CUSD and neither of them have a Real Estate License.
It should also be noted that Staff originally placed this Item on the Consent Calendar without disclosing the price.
Clark Hampton executed this agreement on January 19, 2017 WITHOUT BOARD APPROVAL.
The Attorney for CUSD signed the agreement with an X and is unidentifiable.
Contract for Inspection Services for Esencia K-8 School
At the March 8, 2017 board meeting Trustees were being asked to approve a $626,450 contract with AW Industries for Inspection services for Esencia K-8 School.
This may be a fraudulent contract based on the following:
There is no address or telephone number listed for this company on the contract.
Adam Watson is an individual DSA inspector that is listed as a Knowland DSA Inspector on the Knowland Construction web site.
There is a corporate filing for an AW Industries Group Inc - A construction management business. Adam Watson is listed as Secretary
The Corporate address is a residence.
PO on the March 8, 2017 Board Agenda Item #2 shows that CUSD was going to approve a payment of $409,700 to this inspector.
