A March 2013 indictment said Fred Buenrostro and Alfred Villalobos created a series of fake letters on CalPERS’ stationery to make sure Villalobos got paid millions in commissions by the Wall Street private equity firm Apollo Global Management that was investing the pension fund’s money. Villalobos, a former CalPERS board member, was accused in a 2010 state lawsuit of bribing Buenrostro and other pension fund officials to influence investment decisions.
