Should the Public Fundraise for Massive Compensation Increases?

“While districtwide primary music is not funded by the general fund, many CUSD Elementary Schools have elected to use site funds and gift monies to purchase primary music. Each site decides how the music lessons will be allocated.” CUSD Primary Music Web Site.
In 2010 CUSD cut all funding for Primary Music in grades 1-3. Parents and the Public stepped up to save music programs across the District through fundraising efforts, and continue to do so today.

In 2013-14 CUSD was facing $13 million in budget cut. The District used class size increases, cuts to programs, deferred maintenance and 3 instructional furlough days to balance it’s budget. At the same time, CUSD gave employees massive compensation increases.

Average Teacher Compensation increased from $95,000 per to $105,000 per year. (See Public Disclosure of Collective Bargaining Agreements below.
Doe v. Albany Unified School District 190 Cal.App.4th (5) ruled that Education Code Section 51210(a) imposes a “mandatory” duty on districts to include the following minimum course offerings:
- English
- Mathematics
- Social Sciences
- Science
- Visual and Performing Arts
- Health
- Physical Education
- Other studies that may be prescribed by the governing board.
State mandated minimum course requirements must be paid for by the State. Taxpayers should not be forced to pay twice (first in taxes and second in a donation) for a service that the State is Constitutionally mandated to provide free of charge. The State must provide Districts with sufficient funding to provide a visual and performing arts curriculum to every student in grades 1 - 12. It is the Districts responsibility to seek adequate funding from the State.
