1) The permit that was granted was for the construction of Los Patrones aka F Street a FREE ARTERIAL ROAD. The permit expressly states that this is not a permit for the Construction of the 241 Toll Road Extension.

2) The permit has specifications as to the size and scope of the road that is being built. If the inspection shows that a Toll Road is being built when the permit specified a FREE ARTERIAL ROAD then the permit must be revoked and CEQA and NEPA must be re-opened. See Attachment 3 of Project Site Plans:

3) The Ranch made material mis-representations in its application: Tesoro High School is a "Sensitive Receptor". The Ranch stated that there were no sensitive receptors within the Ranch Plan area. Now we have a Toll Road sized road being built less than 100' from a school with NO PROTECTIVE BARRIER as required by the original EIR. See page A-7
