"Local Control" means that the individual classroom teacher determines the instructional content and instructional minutes dedicated to each subject. Districts are no longer "required" to offer instruction that aligns with minimum State Content Standards and Curriculum Frameworks.

The Appellate Court in Robles V. Wong just ruled that the State has no obligation to provide a minimum level of education to students and the State no longer has an obligation to fund a minimum level of education for students. 

However- students are still mandated by the state to attend school.

Now the State wants to take away school choice forcing students to attend underfunded, overcrowded schools in facilities that are not maintained with staff to pupil ratios that are unsafe and are no longer providing even a minimal education.
