What is a Slate Mailer?

I received the following piece of mail yesterday entitled "Save Prop 13 Voters Guide that featured Jon Coupal, President of the Howard Jarvis Taxpayers Association:







When I read this mailer and saw what I thought was a voter guide put out by the Howard Jarvis Tax payers Association I was not happy that they appeared to be endorsing Patricia Holloway for Capistrano Unified School District Are #3. I wrote the following e-mail to Jon Coupal:

I sent this out to a few other people and learned that this was not a voter guide from the Howard Jarvis Tax Payers Association, it is a "SLATE MAILER"

This particular SLATE MAILER entitled "Save Proposition 13 Newsletter" is published by the Proposition 13 Segregated Fund Account a project of Save Proposition 13 Candidate & Legislation Evaluation Committee 5405 Alton Parkway, Ste 5A-#369 Irvine CA 92604. James V. Lacy Treasurer.

For $399 a Candidate can really confuse voters. A very small price to pay to get the wrong information to voters.

If you go to the Orange County Registrar of Voters: http://nf4.netfile.com/Pub2/QuickNameSearch.aspx

and search by Candidates name: I put in Patricia Holloway - but there was no record of her as a candidate. So I tried Amy Hanacek.



Then I clicked on Amy Hanacek for Capistrano Unified School District in 2016 and here is what came up:

I clicked on California Form 460 Recipient Committee Campaign Statement and found that she paid $399.45 for this mailer (9th page down)

I had never heard of a SLAT MAILER before so I looked it up:

When you go to the Secretary of State and search for Save Proposition 13 Candidate and Legislation Evaluation Committee Entity ID Number 598040 2nd and 3rd from the bottom - you get a list of all filings:







Filing #161668995 on 9/25/16 showed the following:







So now I know that when a campaign mailer comes in, I need to read the small print to see if it is a real endorsement from a Candidate or Organization I trust, or if it is a "SLATE MAILER" and not really worth the paper it was printed on. Very deceitful- be careful VOTERS.
