Hit-And-Run Suspect Who Left Injured Daughter in Car Turns Self In
Kelvin Govan, 29, allegedly led officers on a pursuit and fled the scene of a crash, leaving his 6-year-old behind.

A man who allegedly led officers on a vehicle pursuit in Oakland on Thursday and then fled the scene of a crash, leaving his injured 6-year-old daughter in the wrecked vehicle, has turned himself in to police, San Leandro police said. San Leandro police said 29-year-old Kelvin Govan reneged on a promise to them to surrender on Thursday but finally turned himself in to Oakland police on Sunday afternoon.
Police said Govan, who is being held on suspicion of evading police, fleeing the scene of a crash causing injury, child endangerment and driving on a suspended license, is expected to be arraigned in Alameda County Superior Court on Tuesday afternoon. At about 12:45 p.m. Thursday, officers who were searching for suspects in an armed home invasion robbery that occurred in San Leandro earlier that morning spotted a vehicle resembling the suspect vehicle on East 14th Street in Oakland.
When they tried to pull the vehicle over, the driver accelerated and led them on a high-speed pursuit, police said. After the crash, the driver, identified as Govan, and a passenger fled the vehicle, leaving Govan’s injured 6-year-old daughter behind, police said. The passenger was apprehended following the crash, but Govan wasn’t located. The child was transported to a hospital and is expected to make a full recovery, police said. Govan and the passenger weren’t connected to the home invasion robbery police were initially investigating and officers don’t know Govan’s motives for fleeing from officers, police said. The robbery occurred in a home in San Leandro’s Washington Manor neighborhood shortly after 8 a.m. Thursday. Police said four armed men wearing masks entered the home and robbed the residents of cash, jewelry, and other personal belongings before fleeing in a dark blue compact car.

San Leandro police said detectives were in touch with Govan’s family on Thursday afternoon and eventually with Govan himself. He agreed to surrender to police but failed to meet with them for several hours and didn’t return phone calls, so they believe he went into hiding. On Friday, detectives met with prosecutors in the Alameda County District Attorney’s Office, who filed felony charges against Govan of evading police, hit-and-run causing great bodily injury, child endangerment and driving on a suspended license. An arrest warrant with a bail amount of $245,000 was also issued for Govan. San Leandro police said they continued to search for Govan but couldn’t find him until Sunday afternoon when Oakland police called to say that Govan would be surrendering to them.
San Leandro police said Govan kept his promise this time by surrendering at the Oakland Police Department’s Eastmont substation at about 2 p.m. Sunday and their officers eventually took custody of him. Govan is being held at San Leandro City Jail. Police said detectives interviewed Govan this morning, but they aren’t yet releasing the details of the interview.
