The suspect, 29-year-old Israel Jaquez, was then arrested by San Leandro police detectives in San Jose at about 6 p.m. Sunday.
Police said Jaquez's vehicle, the one that was seen in the video and the one they believe was used in the crime, was also located. A search of the vehicle revealed a stolen handgun that investigators believe was the weapon that was used to shoot the victim.
Police later learned that Jaquez and the victim knew each other, but the motive for the shooting is still under investigation.
The victim's injuries weren't life-threatening and he has since been released from the hospital, according to police.
"This was a violent and deliberate crime that occurred in the middle of the day in one of the busiest shopping locations in town," San Leandro police spokesman Lt. Isaac Benabou said in a statement.
"Not only did the suspect intend to shoot the victim, but he also had no concern for the other people in the parking lot. Fortunately, no bystander was harmed and the victim in the case escaped serious injury," Benabou said.
Jaquez is being held at Santa Rita Jail in Dublin.
San Leandro police said they will present his case to the Alameda County District Attorney's Office on Tuesday for charging.
