MARIN COUNTY, CA — Marin County has appointed the new Assistant County Executive for the Justice and Welfare Group, filling the final position in a new four-group executive structure the county began building in 2023.
Laura Rosas will oversee coordination among five departments — Child Support Services, Probation, the Public Defender, the Sheriff, and the District Attorney — with a focus on aligning operations and improving outcomes across the county's public safety and justice services.
Her appointment completes a reorganization approved by the Board of Supervisors in November 2023 that replaced the county's previous management model with a structure grouping departments under four Assistant County Executives reporting to County Executive Derek Johnson. The other three assistant executives were appointed in April 2026.
Rosas brings more than two decades of public sector experience spanning federal and local government. Most recently, she served as CEO of Valley Health Plan in Santa Clara County, a county-owned managed care plan serving more than 230,000 members, where she led a major technology overhaul, oversaw construction of a new 200,000-square-foot headquarters, and secured national health plan and health equity accreditation.
Earlier in her career, she held leadership roles with the U.S. Department of Health and Human Services, where she managed national initiatives in health information technology, privacy, and behavioral health systems.
"Her experience managing large systems, driving innovation, and improving outcomes will be critical as we continue strengthening coordination across our justice and public safety departments," Johnson said.
