SAN RAMON, CA — The city of San Ramon has released the final list of candidates running for mayor and council member for Districts 2 and 4.
Mayor
Emma Chigbu is a Diablo Valley College student and Dougherty Valley High School graduate and national debate champion who lists smart development, fiscal stability, community engagement, and wildfire prevention as some of her top priorities.
Mark Armstrong has served as mayor of San Ramon since 2024 and as a city council member since 2021. He says San Ramon residents deserve "experienced, steady leadership that prioritizes protecting the quality of life residents value most" and supports policies that strengthen public safety, preserve parks and open spaces, support local businesses, and ensure that new development is accompanied by the requisite infrastructure and city services.
Paschalis Ntatsos is a swim coach and founder of ElitSwim, a local competitive swim club. He said he aims to bring an "educated, balanced, and energetic approach to City Hall," and listed his priorities as balancing the budget, improving transparency and accountability, and driving smart economic growth focused on keeping the city affordable, safe, and financially sound.
District 2 Councilmember
Chirag Kathrani is a tech entrepreneur who ran for mayor of San Ramon in 2024 and the California State Assembly earlier this year. He founded the Open Governance Initiative that aimed to amplify community voices and make local government more accessible and understandable to its citizens. He lists prioritizing community voices, expanding Measure G to ensure the protection of hillsides and open space, traffic mitigation, and reviving the local economy through strengthening small businesses as some of his top priorities.
Richard Adler has represented District 2 since 2024, when he was appointed to fill in Mark Armstrong's seat. His top priorities include ensuring public safety; maintaining quality city services like parks, community centers, and libraries; ensuring environmental sustainability and conservation, and planning fiscal strategies to sustain the city when Measure N funding runs out.
District 4 Councilmember
Jeffrey Joh is a long-time San Ramon resident and UC Berkeley graduate who served on the city of Berkeley's Transportation Commission when he was in college, and worked in technology startups for many years. He lists his four key priorities as balancing growth with preservation; protecting local schools; making government fair and accessible (in part by working to lower the city's fees for filing zoning appeals), and building a community with greater civic participation.
Marisol Rubio is the city's current vice mayor, and has served as a San Ramon council member since 2022. Before that, she was vice president of the Dublin San Ramon Services District board, and has served on a number of boards, including County Connection's Youth Ride Free Program and Paratransit. As a councilmember, she initiated the city's first ad hoc Climate Action Council, which helped create the Climate Action Plan Task Force, among other accomplishments. Rubio said in a candidate statement that she hopes to "ensure that San Ramon continues to be a safe, vibrant, and innovative model city with a strong economy", though did not list a specific policy platform.
