Driver Hid License Plates Under Paper, San Ramon Police Say

Police said the man had a warrant and burglary tools inside the car.

SAN RAMON, CA — A Manteca man with a warrant was arrested during a traffic stop in San Ramon Friday night, police said. An officer on patrol stopped the car, which had paper covering both of the California license plates. The driver, later identified as 28-year-old Manteca resident Troy Payton, had several burglary tools, including lock picks, and a modified screwdriver under his front seat, according to police.

Police said Payton, who had a San Joaquin County warrant, also had a billy club and a dagger in the vehicle. Payton was arrested and booked into the Martinez Detention Facility.
