San Ramon Names New Deputy City Manager
Scott Koll, most recently the deputy city manager of San Leandro, brings two decades of local government experience to the role.

SAN RAMON, CA — Scott Koll, who served most recently as deputy city manager for San Leandro, will serve as San Ramon’s new deputy city manager, the city announced Monday. Koll brings over two decades of local government experience.
“We are very excited to welcome Scott to San Ramon,” San Ramon City Manager Steven Spedowfski said in a statement. “His skill set and experience will be a wonderful addition to the City’s team. We look forward to the valuable contributions he will make to our community.”
Koll received his bachelor’s in English literature and philosophy from UC Berkeley, where he also received his Master of Public Affairs. He first joined local government in 2003 as the community services officer in Roseville, Calif., and was eventually promoted to supervisor. In Roseville, he learned about criminal forensics, municipal legislative advocacy and financial management.

In 2015, he began working for the City of San Leandro, where he managed the police department’s $40 million budget as the first police business manager.
In 2017, he moved to the San Leandro Finance Department, where he served as a business manager working with the city’s finance and police departments. In 2021, he became the city’s financial services manager, in which he developed the city’s biennial budget, and managed its roughly $200 million operating budget and risk management programs.

In 2022, he became the deputy city manager of San Leandro, where he managed parking, sustainability, emergency preparedness, and risk management programs. He also served as acting finance director, then acting recreation director.
“I want to express my sincere gratitude to City Manager Spedowfski for the opportunity to serve the residents and stakeholders of San Ramon in this role,” Koll said in a statement. “I look forward to contributing to the ongoing efforts to preserve and enhance the exceptional quality of life in San Ramon.”
