Plan San Ramon Update: Housing Element Certified

On January 30, 2023, the City Council adopted San Ramon’s revised Housing Element, creating a plan to meet the housing needs of our community over the next eight years, from 2023–2031.

On February 27, 2023, the California Department of Housing and Community Development (HCD) found the City of San Ramon’s revised Adopted 2023–2031 Housing Element to be in substantial compliance with State Housing Element Law.

San Ramon is the first city in Contra Costa County and the Tri-Valley to receive certification.

Cities that do not have their Housing Element certified by California’s HCD may be subject to the “Builder’s Remedy,” and could cause cities to lose control over certain land use entitlement decisions for projects that include housing, under the state’s Housing Accountability Act (HAA).

Upcoming: Bishop Ranch Chevron Park Public Workshop
Tuesday, March 7 at 6 p.m.
San Ramon City Hall

Upcoming: Bishop Ranch Chevron Park Study Session
Wednesday, March 8 at 4 p.m.
San Ramon Community Center

Chevron Park is an office area of San Ramon that recently sold to Sunset Development (Bishop Ranch) and is being evaluated for redevelopment, along with the southern portion of Bishop Ranch 1. The preliminary vision for the property is to create a pedestrian-oriented, mixed-use community that includes concentrated commercial, residential and recreational uses that are integrated with Bishop Ranch and City Center.

The City of San Ramon hosted the first Public Workshop on January 31, 2023 in an effort to solicit public input early in the process and help inform the future development of Chevron Park. The first workshop provided a preliminary review of concepts for redevelopment, including low-, medium- and high-density housing options, and discussed the pros and cons of each.

A second Public Workshop will be held as part of the regularly-scheduled Planning Commission Meeting on Tuesday, March 7 at 6 p.m. in the Council Chambers at San Ramon City Hall (7000 Bollinger Canyon Rd). This workshop will serve as a continuation of the discussion, and an opportunity for the general public and interested parties to provide input, comments, and discuss the vision for the development of Chevron Park. The meeting agenda with instructions to view or participate via teleconference or in person is available online.

An additional Study Session will be held as part of a Joint Economic Development Advisory Committee (EDAC) / Housing Advisory Committee (HAC) Special Meeting on Wednesday, March 8 at 4 p.m. in the Fountain Room at the San Ramon Community Center (12501 Alcosta Blvd). This Study Session will provide the EDAC and HAC the opportunity to provide input, comments, and discuss the vision for the development of Chevron Park based on the prior workshop feedback. The Public Notice is available online, and the full meeting agenda with instructions to participate in person only will be available at least 72 hours before the meeting at sanramon.ca.gov/meeting, listed under the March 8, 2023 event date.
