Police Investigating Noose-Shaped Rope Hanging Near UC Santa Cruz
University of California, Santa Cruz police have released a video of someone hanging the rope on the sign.
SANTA CRUZ, CA — The University of California, Santa Cruz Police Department is investigating a rope shaped like a noose, found draped over a street sign near campus.
Police did not call the rope a noose, but said it was looped on one end.
Surveillance photo shows a group of four approaching the street sign near the UC Santa Cruz campus entrance around 9:45 p.m. Thursday, campus police said in a statement. One person threw a rope atop the sign and the group quickly left.

Police do not know the motives of the people in the video and cannot classify the incident as a crime, but are investigating it as a "bias-related incident," according to the statement.
The "incident is deeply troubling to those who observed it," Chief Nader Oweis said in a statement.
