The purpose of the Council meeting will be to review the proposed amendment and rezoning for consistency with General Plan policies.

August 25, 2020: Request to Increase Residential Density
On August 25, 2020, the City Council will be having a policy discussion regarding whether the City should consider a General Plan Amendment, Local Coastal Plan (LCP) amendment and rezoning to increase the density for an existing apartment complex (Cypress Point Apartments) at 101 Felix Street. In November of 2019 the property owners submitted an application to construct 80 new units within the existing 240-unit complex. Under the current General Plan/LCP and Zoning designation, the complex exceeds the allowable density. Therefore, the proposal includes a request to amend the General Plan land use designation from LM (Low-Medium Density Residential 10.1-20 DU/Acre) to M (Medium Density Residential 20.1-30 DU/Acre) and rezoning the parcel from RL (Multiple Residence - Low Density) to RM (Multiple Residence - Medium Density) to accommodate the proposed 80 new apartment units. As part of the planning process, a community outreach meeting was held in June.

The purpose of the Council meeting will be to review the proposed amendment and rezoning for consistency with General Plan policies, review a summary of comments expressed at the community meeting, and provide an opportunity for further public comment regarding the request. The Council will be considering from a policy perspective whether or not a General Plan Amendment and Zone Change are appropriate at this location in order to give direction to staff and the applicant as to whether they should continue with the processing of the application.
