County leaders approve revolving loan program for small businesses (sandiegouniontribune.com) — Small businesses in Santee will soon be able to tap into a new revolving loan fund backed by San Diego County and the East County Economic Development Council. With loans from $1,000 to $50,000 and local administration, the program aims to help startups, microbusinesses, and minority-owned firms cover operating costs, modernize, and keep doors open during cash-flow crunches.
   

• Escondido approves e-bike rules, ban for riders under 12 (thecoastnews.com) — New e-bike rules in Escondido include joining a Youth Safety Pilot Program that Santee and several other cities have already opted into, barring riders under 12 from certain e-bikes. The program will test whether age limits reduce youth injuries while emphasizing education over strict enforcement, with fines and possible bike impoundment for repeated or reckless violations.
