San Diego County Man Charged With Plotting To Support ISIS: Authorities

The FBI arrested three men on charges that they conspired to support the terrorist organization.

The FBI on Friday arrested three men in Kansas, San Diego and Sacramento on charges that they conspired to support the terrorist organization ISIS, according to authorities.

Bisaam Ghafoor, 21, of Leawood, Kansas; Elias Shamsaldeen, 21, of Porterville; and Bereen Dzayee, 25, of Lakeside, were arrested on a complaint filed in the District of Kansas after collectively providing over $2,000 to a person they understood to be a member of ISIS, according to the U.S. Department of Justice.

“These subjects allegedly swore allegiance to ISIS, plotted multiple attacks, and even targeted U.S. service members — but this FBI stopped them cold,” FBI Director Kash Patel said in a news release. “I want to thank our teams in Kansas City, San Diego, Sacramento, Newark, and Richmond, and the Counterterrorism Division for their outstanding efforts on this investigation and commitment to mission.”

Beginning by at least February 2025 to around June 2026, the trio communicated about plans to support ISIS, according to the department. Through Discord chats, voice calls and other messaging platforms, they pledged allegiance to ISIS and its leader, authorities said.

Ghafoor’s name was written on the projectile of a rocket-propelled grenade purportedly to be used in an attack overseas to kill U.S. servicemembers, according to the department. Shamsaldeen provided financial resources for purchasing drones to be used to attack and kill U.S. servicemembers deployed overseas, authorities said.

Dzayee suggested that targets of drones should include U.S. Special Forces, according to the department, and Shamsaldeen expressed a desire to stab and injure a U.S. servicemember. Ghafoor said he had always wanted to kill a female soldier by beheading and expressed a wish to kill 300 million Americans, according to the department.

The defendants communicated their desires to travel outside the U.S. to fight on behalf of ISIS, authorities said. In some communications, they expressed a willingness to die on behalf of ISIS, according to the department.
