What to Expect From Tonight's City Council Meeting

The council will discuss the Town Center Plan and updating the city's General Plan.

Wednesday night the Scotts Valley City Council will meet at 6 p.m. in the Council Chambers, One Civic Center Drive.

  • The council will discuss the Scotts Valley Town Center Specific Plan, a comprehensive design guideline that provides a tool for the city to seek out developers to develop the Town Center for both residential and commercial development. City staff, who have recently met with developers and discussed different types of land uses that could go into the property, would like the council to tighten up the language in the Permitted and Conditional Uses Sections of the Plan, including discouraging discount retailers and encouraging higher-end users, and requiring that businesses along street frontages have their store front windows oriented toward the street.
  • The council will discuss the updating of the city’s General Plan, which, aside from the mandated Housing element, has not been updated since 1994. Staff is recommending updating at least six of the nine elements, including the Land Use, Circulation, Conservation, Open Space, Parks and Recreation and Housing elements. Staff is recommending the city approve a Request for Proposals from local planning firms that will be needed to assist with the update.
  • The council will consider continuing to waive the current fee for residents who install a photovoltaic solar system on their home. The fee waiver program began in 2009 and Scotts Valley is currently the only city in the county that waives this fee. The city currently collects a $65 processing fee for any photovoltaic solar system submitted and waives the $195 Plan Check and Permit fee. Since the program’s inception, the city has waived 66 fees totaling $12, 870.
