Walsh said this is not correct, arguing that the Council has final say in changes and updates to the document and that members of the committee "serve at the pleasure of the governing body."
Walsh also criticized Council Member MaryAnn MacGillivray, who currently serves as the Council Liaison to the GPUSC.

"I don't think she should be the liaison to that committee," Walsh said. "She does not seem to grasp what her boundaries are."
Walsh closed by saying MacGillivray was the driving force behind a belief that the City Council is not ultimately in charge of the general plan update and its eventual implementation.
"She has been the instigator and the perpetrator of this mantra that this is the people's document and not the City Council's," Walsh said. "She has been wrong from the beginning; she continues to be wrong."
