She is Yvonne Brathwaite Burke, who served as a Los Angeles County Supervisor for the Second District from 1992 to 2008.

Before representing Lynwood on the Los Angeles County Board of Supervisors, she served in the California State Assembly and was the first black women from the West Coast in the US House of Representatives, serving three terms.
