South Pasadena Public Library: Informational Community Meeting On SB 381: Caltrans Surplus Property

The City of South Pasadena, in partnership with Senator Anthony J. Portantino, will host a community discussion of Senate Bill 381 on Tuesday, November 2, 2021, beginning at 6:00p.m. The community forum is an opportunity for the public to learn more about the legislation and next steps in the process.

Senator Anthony Portantino worked closely with the City of South Pasadena to draft SB 381 to accelerate the sale of Caltrans owned properties and restore neighborhoods suffering the numerous adverse consequences of decades-long neglect of many of the residential properties located within the corridor. SB 381 provides protections for existing tenants, includes a strategy to protect historic homes, and gives flexibility to the City of South Pasadena to create more affordable housing. SB 381 gives current tenants of single-family and multi-family residences new opportunities to purchase properties while at the same time allow the City and their housing partners to acquire and renovate the unoccupied properties.
The informational meeting will provide the public with a better understanding of the legislation, which was signed into law by Governor Newsom on September 28, 2021. There will be a presentation covering key elements of the bill and addressing common questions and concerns. The City plans to hold future meetings for community input to develop policies related to the acquisition of unoccupied properties.
