I am writing this story to get your support for the request that the pipeline project at the corner of Muholland Drive and Laurel Canyon be RESTORED TO ITS PREVIOUS CONDITION ++ from the current over use by SoCal Gas Company’s “pipeline remediation” work currently anchored at 8110 Muhollland Drive (90046).
Please EMAIL THESE AGENCIES/people letting them know that there are lots of us who actually care what happens. Send them a cordial email asking or their consideration.
Here’s what I think: The lot is part of the Mulholland Scenic Parkway Specific Plan (Scenic Corridor/Specific Plan) and the Mulholland Specific Design Plan, whose language forbids the commercial use of any properties located within the “Plans” boundaries. short summary of "the plan"
So, while the contractor, CPI, did apply and receive permits for Right of Entry for its work, I don’t believe that LA Parks & Rec has authority to issue such permits for prohibited commercial undertakings. The lot is governed by the Mulholland Scenic Corridor Parkway Specific Plan. Specific Plan The lot itself is designated Very Low-Density zoning. The language in the Specific Plan is detailed in minutiae, down to a plant list.
The cavalier use of that land as a commercial “base camp” is alien to the Plan’s mission and guidelines.
While there was/might be some immediate need for work at the very intersection southwest corner of the lot, the ancillary use/staging is discretionary.
ASK 1 : I am asking that Parks & Rec makes appropriate notations in their files such that this lot, along with any other lots along the Scenic Corridor be flagged, and commercial permits not be issued in the future.
As to the current project:
The contract between the parties requires that CPI reach out to LA Parks & Rec to make some suggestions for the post-contract Restoration of this lot.
ASK 2 : Involvement of the community OR local experts in the development and implementation of the REMEDIATION plan.
As part of the local community, I want to share with you information about the area, and hope you will consider the facts in developing your REMEDIATION PLAN [below]. There are nonprofit organizations which can help you with appropriate site-specific remediation, and I strongly encourage you reach out to them.
The hope is that you will do more than just “regrade” the site.
Following is background and reference material to help you understand local concerns and hope that you will address them in the Remediation process and help you achieve “best practices” to protect the intersection from future intrusions and abuse.
REQUESTS:
ONE - Completely enclose the entire Mulholland frontage with ”wild-life friendly “barriers”. Currently there is "post and loose cabling" in some places. Please check with the experts for the best solution.
TWO - When you regrade the lot please create a slope which discourages drivers from pulling over the curbstone to park and/or party on the lip of the lot, and
THREE - Not leave a lot profile with “accessible landing pads” which again might invite cars and people to congregate and be reckless on the lot. The two landing pads are part of CPIs initial grading to accommodate its needs
WHY THESE REQUESTS ???
This roadway is a well-used Los Angeles tourist attraction - The Mulholland Scenic Drive.
The lot’s convenience & seclusion encourages a lot of construction dumping. (we call 311 nonstop with no results) – this section of Mulholland is mostly the “backsides” of the lots which makes it difficult for Sanitation to find the dumping or to respond, such that the neighborhood privately supports a person to collect refuse and call 311 repeatedly to keep the area free of trash and dumping. He previously worked 501(C.)3 NoLitterZone.org.
