What buyer and sellers need to know about the dangers of lead paint
Paint with a lead base was commonly used in homes prior to 1978 when the Federal Government banned the use of it in residential structures. The 1992 Housing and Community Development Act requires that a seller disclose lead paint to buyers when selling a home built prior to 1978. It is safe to assume that most homes built before that time have some lead paint under layers of newer paint. According to the EPA, if the paint is in good shape then it is usually not a problem but lead paint that is peeling, chalky, damp or in any way deteriorating is a hazard.
It is particularly dangerous to children because it tastes sweet and so children may put paint chips or items with lead dust into their mouths.
If you are buying an older home talk to your Realtor about the risks associated with Lead Paint and ask for the "Protect Your Family" booklet so you can educate yourself about the dangers. If there is flaking or peeling paint you might want to add a Lead inspection to the list of other inspections you will be doing.
