Why It Doesn't Make Sense for Toluca Lake to Leave the New District 2

As Sherman Oaks, Hollywood, Toluca Lake and Studio City all have meetings Wednesday night—redistricting is on the minds of many.

Some residents of Toluca Lake have expressed wanting out of the new Council District 2 that would link them with North Hollywood and Studio City.

Lisa Sarkin, vice president of the Studio City Neighborhood Council, has pointed out what she thinks is NIMBIsm by the Toluca Lake factions.

In a recent note to the Los Angeles City Council Redistricting Commission, she said, "I find myself exasperated by statements made by some involved with the redistricting process."

She said: The following issues do not make any sense:

1. Toluca Lake Neighborhood Council all in CD 4 - At the present time the entire area is in CD2. If Toluca Lake NC is moved to CD4, Studio City NC will be split between CD2 and CD4. Studio City NC wishes to be whole since it has been split in three for the last 10 years. 

2. Move Toluca Lake into CD 4 in order to unite the economic interests of Toluca Lake with Universal Studios in CD4 - Universal Studios is not in CD4, it is not in the City of Los Angeles. It is in the County of Los Angeles. 

3. If possible, have only one CD straddle Mulholland Drive, although try to place Toluca Lake into CD 4 - Toluca Lake stakeholders do not consider themselves in the Valley, but it is in the Sherman Oaks-Studio City-Toluca Lake-Cahuenga Pass Community Plan. Toluca Lake is surrounded by North Hollywood, Studio City, Burbank and the County of Los Angeles. Toluca Lake is within the South Valley Area Planning Commission. Griffith Park, Hollywood Hills, Burbank and Hollywood are not in any common commission or planning area with Toluca Lake. 

4. Currently, Studio City is represented by CD5, CD2 and CD4 - We have not been represented by Councilmember LaBonge. Below is to show you that even their website does not acknowledge Studio City.

"I have attached the map of the Studio City Neighborhood Council area and that of Studio City as a community. Please note that it encompasses the east side of Lankershim Blvd. to the east, Mulholland Drive to the south, 101 Freeway to the north and Fulton Avenue to the west."
