Metering Lights Won't Work Until After Summer
The city of Fairfield and Caltrans must agree on metering lights before they can be turned on.

You're getting on the freeway and you notice the metering lights standing dormant. You may be wondering when your luck will run out and they will be turned on.
In that case, enjoy the summer. It may happen sometime in the fall.
Solano Transportation Authority Deputy Executive Director Jane Adams said there is still a lot of work to be done finalizing studies to present to the Fairfield City Council so it can sign an agreement to turn on the lights.

The studies form a basis for how each metering light is operated, so it doesn't turn Fairfield's city streets into a quagmire of backups.
STA's goal is to have the studies completed by summer, but Adams was making no promises.

That leaves planty of time for folks to pester Fairfield City Council with specific concerns, if they have any.
