Riverside County Property Owners Face Ticking Clock On Tax Relief Deadlines

You might be paying too much in property tax, but you'll need to make your case with the county.

Nov. 2, 2026, is the deadline to submit a Decline-in-Value Reassessment Application (Request for Review) to the Assessor-Clerk-Recorder. Nov. 30, 2026, is the deadline to file a formal Assessment Appeal Application with the Clerk of the Board. (Toni McAllister/Patch)

RIVERSIDE COUNTY, CA — Riverside County property owners facing lower market values than their current assessed valuations have two upcoming deadlines to request a review or formally appeal their property assessments.

Property owners may submit a Decline-in-Value Reassessment Application — commonly known as a Request for Review — by Monday, Nov. 2, 2026. Because the traditional Nov. 1 deadline falls on a Sunday this year, the filing window extends to the next business day.

The review allows the Riverside County Assessor-Clerk-Recorder to evaluate whether a property qualifies for a temporary tax reduction under Proposition 8, which applies when a property's market value as of Jan. 1 falls below its assessed value.

Properties that received a decline-in-value reassessment last year are automatically included in the assessor's annual review. Owners need to submit a new application only if they disagree with the resulting value and want another review.

For property owners seeking a formal challenge, a separate Assessment Appeal Application must be filed with the Riverside County Clerk of the Board by Nov. 30, 2026. Details and online filing options are available through the Assessment Appeals Division.

Officials noted that the Request for Review and the Assessment Appeal are distinct processes. Filing an application with the assessor does not replace or extend the deadline for a formal appeal.

While the assessor expects to complete most reviews well ahead of the Nov. 30 appeal deadline, an uncompleted review does not extend the appeal window. Owners wishing to preserve their right to a formal challenge must meet the November appeal deadline regardless of the review's status.

Property tax bills must be paid as issued while any review or appeal is pending. Any reductions granted later will result in a corresponding adjustment or refund.

Additional information regarding Proposition 8, eligibility requirements and the review process is available on the Riverside County Assessor's Decline in Value webpage.
