Man Passed Out Near Lake Skinner Possibly Linked To Retail Thefts
The California Highway Patrol's Organized Retail Theft Crime Task Force is assisting in the investigation.

FRENCH VALLEY, CA — A Lake Elsinore man found passed out behind the wheel of his vehicle near Lake Skinner was not only impaired but is also a possible suspect in retail thefts, according to the California Highway Patrol.
Jonathan L. Ruggles, 41, was discovered around 10:30 a.m. Monday sleeping behind the wheel of a 2005 Nissan Maxima, at the corner of Warren and Borel roads, near the lake's entrance, the CHP reported.
Ruggles failed a field sobriety test and was arrested on suspicion of driving under the influence of a controlled substance. Drugs were found in his vehicle, according to the CHP.

Brand new power tools, gift cards, clothing, electronics and other miscellaneous items worth around $2,500 to $3,000 were also found in Ruggles' car, the CHP reported.
The CHP's Organized Retail Theft Crime Task Force was called in and is assisting with the investigation to determine whether the goods were stolen.

As of late Monday afternoon, jail records showed Ruggles was booked into Southwest Detention Center on suspicion of DUI, possession of a controlled substance, possessing unlawful paraphernalia, and being under the influence of a controlled substance.
"If the follow-up investigation determines that the items are stolen, additional charges for the driver will be added," CHP Officer Mike Lassig reported.
Bail for Ruggles was set at $5,000, according to jail records.
