The state has a new Permanent Local Housing Allocation (PLHA) grant available to jurisdictions to implement plans to increase the affordable housing stock, as well as address homelessness. The PLHA is an ongoing formula grant that provides non-competitive funding to entitlement cities like Walnut Creek, as well as competitive grant funding to non-entitlement cities. The City’s Housing and Community Development Council Committee (HCD) recommends applying for the estimated $830,694 available over a five-year period through the PLHA grant to assist persons who are experiencing or at risk of homelessness.
