Walnut Creek Substantial Amendment To Community Development Block Grant Consolidated Plan

The Congress Coronavirus Aid, Relief and Economic Security Act (CARES Act) was signed on March 27, 2020 to respond to the growing effects of the coronavirus, also referred to as COVID-19. The US Department of Housing and Urban Development (HUD) will be allocating $2 billion in the initial phase of funding under the CARES Act to Community Development Block Grant (CDBG) grantees. Grantees may use these funds, also referred to as CDBG-CV funds, for a range of activities to prevent, prepare for, and respond to the coronavirus. This report outlines the Council Housing and Community (HCD) Committee’s recommendation for the CDBG-CV funding allocation. In addition, the City Council is asked to adopt the amended Citizen Participation Plan, a guidebook on citizen participation requirements.

Due to the COVID-19 pandemic and shelter-in-place order, the City is in the process of closing a General Fund deficit of $12.1 million in FY21. The projected deficit is approximately 14% of the City’s General Fund expenses. The FY21 budget included reducing City support to community groups by about 14%, including the Community Services Grant and School Crisis Counselor Program. This report outlines the Council Housing and Community Development (HCD) Committee’s recommendation for the revised FY2020-2021 funding plan for Community Development Block Grant (CDBG), Community Services Grant (CSG), Homeless Services Fund (HSF), and School Crisis Counselor Program. The funding recommendations for the CDBG, CSG and HSF program are incorporated into the City’s Substantial Amendment for the 2020-2025 Consolidated Plan/2020-2021 Annual Action Plan. The revised FY2020-2021 funding plan and the Substantial Amendment will allow for the program implementation.
