WeHo Man Accused of Masturbating in Burbank Park

BURBANK, CA - A West Hollywood man was in custody Wednesday for allegedly masturbating in a park in Burbank, police said.

Andrew Felker, 33, was arrested about 7:20 a.m. Tuesday and booked on suspicion of indecent exposure, Burbank police Sgt. Claudio Losacco said. He was being held in lieu of $10,000 bail and was expected to appear in court in Burbank this morning, Losacco said.

Officers went to Bud Ovrom Park at 601 S. San Fernando Blvd. in response to a report of "a man masturbating," Losacco said.

"Officers spoke to three people in the park who saw (Felker) masturbating while looking at his cell phone," Losacco said. "The officers located Felker nearby and detained him. One of the witnesses placed Felker under private person's arrest for indecent exposure."

The witness made the arrest because he had seen the alleged act and the officers had not.
