1. Boulder Planning Board recommends $827 million capital program through 2032 (thebadger.news) — Boulder's Planning Board has endorsed an $827 million capital program and a 2027 city budget that could raise utility rates, cut some services, and eliminate positions, pending City Council approval. Projects include South Boulder Creek flood mitigation, East Boulder Community Center renovations, Boulder Creek Park upgrades, and new fire stations, while proposed cuts would reduce pool hours, end the photo-radar van, and scale back child watch.
   

2. Boulder City Council approves FAA grant application (boulderreportinglab.org) — Boulder City Council has approved applying for a new FAA grant, reinforcing its recent decision to keep Boulder Municipal Airport operating indefinitely despite years of debate over housing, noise, and pollution. The roughly $140,000 grant would reimburse pavement work and help secure future federal funding, even as the city faces budget gaps and long-term airport cost concerns.
   

3. Baby and 24-year-old woman reported missing in Colorado (denver7.com) — A statewide alert is asking Boulder residents to help locate 24-year-old Kylie Rucker and her baby, Julio, last seen Tuesday in the 1400 block of Pine Street near Pearl Street Mall. Authorities believe they may be traveling with the baby's father in a gray 2018 Subaru Forester with Colorado plates CYM-A61 and urge anyone who spots them to call 911 immediately.
   

4. Boulder County Launches Fall 2026 Strategic Fuels Mitigation Grant Cycle (bouldercounty.gov) — Boulder County is now accepting applications through Oct. 29 for its Strategic Fuels Mitigation Grant program, which funds community-scale wildfire mitigation projects across the county. Local nonprofits, HOAs, fire districts, and municipalities in and around Boulder can seek support for fuels reduction work, building on more than $7 million already awarded and over 1,300 acres treated so far.
   

5. CU Boulder to host screening of 'No Hands' film on Schwinn Bicycle Company (dailycamera.com) — CU Boulder is hosting a public screening of "No Hands," a locally made film about the Schwinn Bicycle Company, at 7:30 p.m. Monday in Muenzinger Auditorium. Boulder residents can buy tickets at the door, with proceeds supporting the Buffalo Bicycle Classic Scholarship Fund for high-need Colorado students attending CU Boulder.
