Bad Manners in a Small Neighborhood

Our house is uniquely situated so that our backyard actually touches 6 of our neighbors' yards. Privacy isn't too much of an issue due to grade-changes, a few fences, and vegetation. But we're all pretty close together and sound is certainly an issue at times. A few of us have fire pits in our yards though no one seems to use theirs very often other than this one guy. First of all, it's stupid hot out and dry as anything. Why would you have a fire tonight? And did you wet the wood to make it smoke so much? For the past 3 hours I've been rubbing my smoke-irritated eyes and wondering how badly my clothing is going to stink. I have in the past walked over there and asked them to put out the fire apologizing but explaining that all the smoke seems to roll down the hill and sit around our house, but they obviously don't care. My husband said I could call the police if I wanted to, but that seems like overkill. Should I let their bad manners turn me into a bad neighbor?
