NY State Cops Accuse Brookfield Man of Drunk Driving
It was part of an enforcement detail that netted 10 people for impaired driving in five New York towns.

In an effort to combat intoxicated and impaired drivers throughout Westchester County, the New York State Police made 10 DWI-related arrests between Friday and Monday, including a Brookfield, Connecticut man.
- On Oct. 1, State Police from Cortlandt arrested Brian B. Tully, 28, of Mahopac, New York, for Operating a Motor Vehicle Impaired by Drugs, a Misdemeanor. Tully was charged with DWAI Drugs following a one-car motor vehicle collision on Red Mill Road. The defendant was issued traffic tickets directing him to appear in the Town of Cortlandt Court on Oct. 7.
- On Oct. 1, State Police from the Hawthorne barracks arrested 37-year-old Brett M. Donovan, of Bronx, New York, for Driving While Intoxicated and Criminal Possession of a Controlled Substance in the 7th Degree, both Misdemeanors. Troopers stopped Donovan on the Sprain Brook Parkway for failing to maintain his lane of travel and he was found to be intoxicated at the time of the stop. Donovan was also found to unlawfully possess a controlled substance. The defendant was issued traffic tickets and an appearance ticket directing him to appear in the Town of Mount Pleasant Court on Oct. 13 at 9:30 a.m.
- On Oct. 1, New York State Troopers from Hawthorne arrested 29-year-old Paul L. Deberry, II, of Elmsford, NY, for Aggravated Unlicensed Operation 1st Degree and Driving While Intoxicated, both Class E Felonies. Subsequent to a two-car collision investigation, Deberry was found to be intoxicated, police allege. The defendant was charged with felony DWI due to a previous DWI related conviction from 2013. Deberry is scheduled to appear in the Town of Greenburgh Court on Oct. 14.
- On Oct. 2, State Police from Hawthorne arrested Paul Lukomski, 36, of Brookfield, Connecticut, for DWI, a Misdemeanor. Troopers stopped the defendant on the Sprain Brook State Parkway for speeding. Lukomski provided a breath sample that yielded a Blood Alcohol Content of .10 percent and was issued traffic tickets directing him to appear in the Town of Mount Pleasant Court at a later date and time.
- On Oct. 2, New York State Police from the Cortlandt barracks arrested 21-year-old Edwin J. Arevalo-Pani, of Mahopac, New York, for DWI, a Misdemeanor. Arevalo-Pani was arrested for DWI after Trooper investigated a one-car crash that occurred on Primrose Street in Somers. The defendant provided a breath sample that yielded a Blood Alcohol Content of .09 percent. He was issued traffic tickets directing him to appear in the Town of Somers Justice Court on Oct. 17.
- On Oct. 2, New York State Police from Hawthorne arrested William A. Irizary, 23, of White Plains, NY, for Driving While Intoxicated, a Misdemeanor. Subsequent to a two-car collision investigation conducted on the Sprain Brook Parkway, Irizary was found to be intoxicated, police allege. The defendant was scheduled to appear in the Town of Greenburgh Court on Oct. 18.
- On Oct. 2, New York State Police from the Cortlandt barracks arrested 56-year-old Ellen M. Cottrell, of Cortlandt, New York, for DWI, a Misdemeanor. Troopers were dispatched to a domestic dispute in the Town of Corlandt. Cottrell was located attempting to leave the scene of the dispute in a vehicle while she was in an intoxicated state, police allege. She was additionally charged with Criminal Contempt 2nd Degree after police discovered that she had violated a court order of protection. The defendant provided a breath sample that yielded a Blood Alcohol Content of .15 percent. She is due to appear in Cortlandt Court at a later date and time.
- On Oct. 2, New York State Police from the Cortlandt barracks arrested 26-year-old Shelby A. Boettcher, of Hopewell Junction, New York, for DWI, a Misdemeanor. Boettcher was arrested for DWI after Trooper investigated a one-car crash that occurred on Route 9D in Philipstown. The defendant was issued traffic tickets directing her to appear in the Town of Philipstown Justice Court on Oct. 12.
- On Oct. 2, New York State Police from Somers charged 41-year-old Milton Rodriguez of Newark, New Jersey, with Driving While Intoxicated, a Misdemeanor. Troopers were dispatched to investigate the report of a vehicle that had driven off of Route 121 in the Town of North Salem. A subsequent investigation revealed that Rodriguez, the driver of the vehicle, was intoxicated at the time of the incident. The defendant provided a breath sample that yielded a Blood Alcohol Content of .17 percent, more than two times the legal limit of intoxication. He was issued traffic tickets directing him to appear in the Town of North Salem Court on Oct. 17.
- On Oct. 2, State Police from Hawthorne arrested Mark A. Dipasquale, 22, of Croton-on-Hudson, New York, for DWI, a Misdemeanor. Dipasquale was stopped by police on the Sprain Brook Parkway for failing to maintain his designated lane of travel. A subsequent investigation revealed that he was intoxicated at the time of the stop. The defendant provided a breath sample that revealed a Blood Alcohol Content of .08 percent and was issued traffic tickets directing him to appear in the Town of Mount Pleasant Court on Oct 13.
Intoxicated and Impaired drivers put others at risk, state police said, adding that their goal is to keep offenders off the roads so that law-abiding citizens can safely travel in the Westchester County area.
