Who can testify at a public hearing?
Anyone and everyone are welcome to testify at a public hearing. This is an important part of the democratic process.

What are the guidelines for giving public testimony?
Public testimony must be three minutes or less and may be in support of or in opposition to a proposed bill. Testimony may be read from written notes or spoken informally. Written testimony will be entered into the CGA website for a permanent record, so I do advise submitting written testimony. After you testify, the committee members may ask you questions.

How long should testimony be?
Testimony should take no longer than three minutes to be presented. Extra time may be given if questions are asked by committee members. Be prepared to answer such questions from committee members. Additional information may also be submitted for the public record.

Should I bring copies of my testimony?
Written testimony is not required but is recommended. If you bring written testimony, you must bring a copy for every committee member (this number varies by committee– visit the CGA website for lists of Committee Members). Your testimony can also be submitted electronically by contacting each committee in advance for the correct email address.

What if I can’t attend in person?
Written testimony can be submitted to the committee for consideration even if you are unable to testify in Hartford.
