Cheshire Police Blotter: Jan. 31 Through Feb. 13, 2026

Recent arrests by the Cheshire Police Department. All charges are allegations and not convictions.

CHESHIRE, CT — The following information has been provided by the Cheshire Police Department and does not indicate convictions:

Reynaldo Castillo, 37, of Waterbury, was arrested Jan. 31 on charges of conspiracy to commit sixth-degree larceny and conspiracy to commit first-degree forgery. He was released after posting a $2,500 bond with a court date of April 10, according to state judicial records.

Taylor M. Baker, 22, of Naugatuck, was arrested Jan. 31 on a charge of operating under the influence of alcohol / drugs. She was released after posting a $2,500 bond with a court date of April 9.

Mario Simmons, 43, of New Haven, was arrested Feb. 2 on a charge of fifth-degree larceny. He was being held in lieu of a $100 bond with a court date of March 12.

Stefanel E. Lee Kim, 37, of Cheshire, was arrested Feb. 10 on charges of risk of injury to child, disorderly conduct, and third-degree assault. She was released after posting a $10,000 bond with a court date of April 13.

Andrew S. Tokumi, 39, of Cheshire, was arrested Feb. 10 on charges of risk of injury to child, disorderly conduct, and third-degree assault. He was released after posting a $10,000 bond with a court date of April 16.

Robert W. Kelley, 52, of Waterbury, was arrested Feb. 10 on a charge of conspiracy to commit fifth-degree larceny. He was released on a promise to appear in court on March 13.

Alysa A. Oquendo, 28, of Waterbury, was arrested Feb. 12 on charges of larceny of motor vehicle – first offense and operating motor vehicle under suspension. She was released after posting a $1,000 bond with a court date of Feb. 26.

Clarence D. Ward, 31, of Waterbury, was arrested Feb. 12 on a charge of larceny of motor vehicle – first offense. He was released after posting a $5,000 bond with a court date of Feb. 26.

Joyce E. Fostini, 70, of Cheshire, was arrested Feb. 13 on charges of second-degree threatening and disorderly conduct. She was released on a promise to appear in court on April 2.

Rachel M. Martinez, 28, of Cheshire, was arrested Feb. 13 on charges of first-degree criminal mischief, second-degree criminal mischief, second-degree breach of peace, and disorderly conduct. She was released after posting a $5,000 bond with a court date of April 23.
