Former Clinton Chamber Of Commerce Director Accused Of Embezzlement: Police

The former executive director is accused of misappropriating more than $100,000 from the organization, according to Clinton police.

CLINTON, CT — The former executive director of the Clinton Chamber of Commerce has been arrested following an investigation into alleged financial misconduct, Clinton police announced.

Paul Orsini, 65, of Old Saybrook, was taken into custody Friday after authorities obtained an arrest warrant a day earlier, according to authorities.

Police said the investigation began in June 2025 after the chamber’s board of directors reported possible financial irregularities. Investigators allege that between 2022 and 2025, Orsini misappropriated more than $100,000 from the organization.

According to police, Orsini had sole control over the chamber’s finances and issued unauthorized payments to himself and his business that exceeded his approved salary. Authorities said chamber funds were also used for personal expenses, including debts and taxes, and that the alleged activity affected operations, leading to delayed vendor payments and unpaid employee wages.

Investigators also reported evidence of banking activity intended to create the appearance of higher account balances through transfers between accounts. Police said the chamber’s primary operating account had been nearly depleted when the activity was discovered.

Following a review of financial records, Orsini was charged with first-degree larceny, and was held in lieu of bail of $75,000. He was scheduled to be arraigned in Middletown Superior Court on Friday.

Separately, the Connecticut Department of Revenue Services filed additional charges after an investigation into alleged tax violations. Authorities said Orsini faces 52 counts of filing false sales and use tax returns, one count of failure to file such a return, and four counts of filing false income tax returns. He was held on an additional $110,000 bond in connection with those charges.

Police said the case remains under investigation, with assistance from the Middlesex State’s Attorney’s Office and the Department of Revenue Services.

investigating the matter, said Clinton Police Chief Vincent DeMaio in a statement. "The Clinton Police Department remains committed to ensuring accountability
and maintaining the safety and trust of the Clinton community."
